Council Committees

The Houston City Council has 12 committees where issues and planned council actions are considered. Melissa is the chair of the Public Safety Committee and the vice chair of the Development and Regulatory Affairs Committee.

Melissa serves on nine City Council committees:

Budget & Fiscal Affairs

Committee considers all fiscal matters and management and efficiency initiatives. ┬áThe committee reviews the City’s budgets and investments, Tax Increment Reinvestment Zones and the City’s three pension systems.

Development & Regulatory Affairs (Vice Chair)

Committee considers all development regulations including Chapter 42, 33 and the Sign Code.  This Committee also considers annexation and extra territorial jurisdiction.

Ethics & Council Governance

Committee considers all regulations concerning ethics, council rules and the registration of lobbyists.

Flooding & Drainage

Committee works with long-range planning for drainage infrastructure, ordinances concerning the floodplain and storm discharge and coordination with other governmental entities.

Neighborhood Protection & Quality of Life

Committee considers all issues related to fire and emergency medical services, the police, homeland security, emergency preparedness and the Houston Emergency Center.

Public Safety & Homeland Security (Chair)

Committee considers matters related to public safety and law enforcement, including police, fire and emergency medical services; Homeland Security and emergency preparedness; and the Houston Emergency Center.

Technology Initiatives & Human Services

Committee considers technology initiatives, promotes sustainability and issues related to human services, youth and seniors.

Transportation, Infrastructure and Aviation

Committee considers all transportation and mobility issues, public utilities and right-of-way infrastructure and the Houston Airport system.

Water Resource Management

Committee considers water and energy resource management issues.
